it works for me. Perhaps you cannot see it because I've marked it as "Minor security issue" and, if I'm not wrong, there is some sort of mechanism to prevent access to security-related issues built in the tracker itself (good security measure!
Anyway it says: "Editing teachers able to backup ALL site users...It should be reserved to admins only" and then, a discussion is ongoing about the best way to enforce that.
