OK, I finally got it working. I redownloaded elgg07, downloaded both zip files from the thread :"Access Denied" Copied the auth, lms, lib folders and the includes.php file and pasted tehm into my new elgg07 folder. I copied the config.php from the non-working elgg07 folder into the new elgg07 folder and created the .htaccess file.
I then copied all the new eportfolio files and pasted those into the existing eportfolio block.
