Hi,
I suggested a small change in the "add assignment" form to allow for this. In the meantime, you can use this small hack (works for 1.8, should work for 1.7, and maybe 1.6):

Vote for this issue if you too need decimal points for the assignment module, and want this to be integrated in a next moodle version.
