I incresed the time limits in the php.ini to 120, but I am still getting the following message;

Fatal error: Maximum execution time of 60 seconds exceeded in C:\xampp\xampp\htdocs\moodle1.6.4\question\type\multichoice\display.html on line 22
This message appears exactly 60 secs after initiating the quiz.
In the php.ini file I tried amending lines 531, 772 an 1089 but still with the above message. Within our own site there is not a problem, but as soon as we go "world wide" the slower web access (bandwidth?) slows everything down. We are about to install a new server, but is there a fix in the mean time?
Have I missed a time limit somewhere? And if so where please.
