does any one know i can incorporate pictures into the moodle topic out line so it does not look so.... boring?

do you have any link or screenshot - what should it look like?
(and what version of moodle you have?)
If your picture is "logo.jpg" upload it to your theme folder (do you have Standard theme?), open one of theme css files with notepad and paste
#course-view .section .content {
background-image: url(logo.jpg);
background-position: right bottom;
background-repeat: no-repeat;
}
at the end of that css file. Upload it to correct place and you should see images in topic outline
