I created a forum on the site level and selected to subscribe users initially. I noticed that when a user is subscribed to the forum, no emails sent out to the user when a new discussion topic is posted. However, if the user is assigned as a student for the forum, an email will be sent out to the user.
I thought emails are sent to subscribed users no matter users are assigned as a student or not. Are there any settings I need to change in order to have emails sent out to subscribed users even they're not a student?

There was a bug in 1.7 such that site level news was not being sent out to all as a default, and there was no way in the gui interface to change the behavior. The problem has been fixed in versions 1.7.2 and 1.8. See tracker report MDL-8761.
