-if you want to restore .sql file then your first choice is correct
-if you want to use backup in course administration menu you should make a blank install and login as admin but not copy moodledata folder. When you restore old backup courses from (course/site) administration menu as new courses all course files (and user information) that you have selected are included to those course backup files.
