In terms of document type, opening a Moodle-based "web page" or an uploaded .html page composed in a word processor is far more seamless for learners than downloading a word doc or PDF.

Regarding the earlier comment about form fields, I think you could create form fields in a word processor, save as html, and upload to moodle. But for quick and dirty notes to learners, I would just "compose a web page."
