In our 1.7.1+ version of Moodle teachers cannot see the tab Roles:override roles (only Roles:assign roles) in course activities (tested with quiz and forum). And I have an evidence that it was possible when we upgraded to 1.7 month ago.
I tried to change at the administration page moodle/role:override role for teacher from inherit to allow, but it did not help.
The override tab is correctly shown for administrators.

To allow teachers to override roles your admin must do the following:
Go to Administration► Users► Permissions► Define roles
Select the tab "Allow role overrides"
Here teachers must be given the rights he needs.

thanks for the response.
Unfortunately, it did not help. I gave the teacher possibility to override teachers, students, guests, but the override tab in activities did not appear (after logout and login as teacher).
I also tried to copy moodle 1.7.1 files from beginning of february (when it worked), but it did not help. So it is somewhere in the database (or in some settings).

Hmmmmmm. Are you sure that you changed the right items? (select teacher horizontal and not vertical!)
In my moodle the following settings are set to allow for the teacher's role:
moodle/role:assign
moodle/role:override
moodle/role:manage
