Wiki's would be a good choice. You will have to create the structure by inserting links (doc, section, page) and users will have to navigate it. Printing two consecutive pages could be a real pain. Prototype it first to see if it meets your needs.
Also have a look at the third-party Book module. Each one of your original documents would become a chapter in the book, and sections would become sub-chapters. Book is printer-friendly. For an example of a Book, see the Finnish Moodle Teacher's Manual.
