I want teachers to add other teachers as Editors of a course - in 1.7 they can only add roles below them - what do I change to fix this?

Site administration -> Users -> Permissions -> Define Roles -> Allow role assignments -> check Teacher x Teacher checkbox.

Seems that in 1.7 developers changed the default and prefer course creators to assign teachers.
