How to customize the HTML editor in moodle

Hello, Everyone:

I am a newbie to Moodle.  When I add a question page to a lesson in a course,I want to add a flash to the question, but the only way I found is to edit the HTML source code. What my client want is to have the HTML editor provide a button like existent "Insert Image" or "Insert Table" buttons. How can I implement this?

you could send this question to Flash module forum or HTML editor forum, it has nothing to do with themes...
