Two sections of a French-speaking television show in which they are talking about IT and education:

• Technologie et éducation : le Québec en retard? (Gilles Jobin)
• La guerre des mondes selon Lucien Francoeur

Just blogged about this. What interests me specifically is that they put the issue in more pedagogical terms than the usual "let's give money to the most successful projects" mentality of school (and university!) administrators.
Of course, similar issues are being discussed elsewhere. For better or worse (people mostly see the negatives) Quebec's reform-happy educational system is now turning to a socio-constructivist model inspired by Jacques Tardif's "competencies-based" approach. Given Moodle's underlying philosophy, there's a parallel to be drawn, IMHO.
