Where's documentation on 1.7 theme/layout changes?

I see that div tags are now being used for layout rather than tables in 1.7. Where is the documentation?

Thanks Mauno,

I guess I should have been more specific. I know where the Moodle documentation is, but there is really nothing about 1.7 and div tags there. Has anyone seen an explanation of the changes that were made?
