I'm pretty new in working with Moodle and I want to find out, if it is possible to assign an "Admin User" role which is responsible for the country he belongs to. Creating the "Admin User" with global rights works fine and should be no problem.
But I want a seperate "Admin User" for each country which can't see other countries. (e.g. the Admin of Spain can change / create users). The country field in the edit page must be locked.
My idea was to compare the "Admin User" country and the "Students" country. If it fits together, the Admin automatically would be able to see this person in his Admin - Area. (e.g. the Admin is located in Spain and 12 Students are also located in Spain).
Finally the "Admin User" would be able to create new users with the restriction that the country field is locked and the default country would be the admin's one.
I'm using Moodle 1.7 but I've also access to 1.8.
I hope it's clear what I intend to do and I look forward with pleasure getting a solution or hints.
