This is really quite simple! The theme you downloaded may be a zip file or the actual theme folder itself. Within the theme folder there is an assortment of files including a header and footer html file, usually 3 css files and possibly an images or pix folder and some php files. If you want to explore how themes are constructed so you can create your own you can actually open these files in an html editor like Dreamweaver and modify the theme.

Within Moodle's main folder there is an assortment of supporting directories and one of these is called "themes". So, this is where you want to place your theme folder on the server that is running your Moodle site. You can upload the zip file if that is what you have and unzip it on the server in the themes directory, or upload the entire folder if you want. If you are running Moodle locally on your computer using the all in one Moodle installer package the process is the same. Just move your theme into the /themes folder.

Next, you will login to Moodle as an admin and visit the Administration area of Moodle (click the Admin link on the site front page in the Administration block). From the list of available administrative links one of these is called Themes. Click this and you will see a selection of themes you can choose from, which will be all of Moodle's default themes and the one you just added. Now simply click the link button next to the theme you want to enable it on your site.
