This may be a goofy question... but I thought I would ask. Is there a way to create course cartridges (much like Blackboard and WebCT offers), for courses? If so, how would one go about that...

If you mean, can you export an entire Moodle course and share it with someone else? Then the answer is yes!

You would build the course and then export the course with no users and no user data. This archive will be a .zip file and you can then share it with someone else. They will simply need to restore it into an empty course on a compatible version of Moodle.

The major limitation I have found with this is that some courses are much bigger than the upload limit allows. If that is the case, the archive should be uploaded into the appropriate moodledata folder (courses have folders with ID numbers on the server) via ftp or similar by the admin. Then you can restore it from that location.
