I may have missed this but I am trying to find documentation for the Themes (and developer stuff in general) in PDF format or a ZIP so that I can download and read off-line.

You've no doubt found the online developer documentation - a work-in-progress.
It's not yet available in PDF format. Perhaps you could add a request for it in the Moodle.org sites section of the tracker.
