HTML editor produces ugly HTML in Firefox (but not in Internet Explorer)

The HTML editor in Moodle produces not so pretty HTML code when used with Firefox but not with the Internet Explorer, e.g. when I have a blank page, then the HTML code in Internet Explorer looks like

<p></p>

But with Firefox my text will not be nested in <p> tags automatically. A blank page looks like this:

<br />

I have to select the style "Normal" before, but when I change to another tag through the style menu (like "Caption 1"), then the editor will forget to nest the next caption in <p> tags.

Is there a "secret button" to make Moodle with Firefox produce more pretty HTML?
