Who can start a forum topic - Discussions and replies are allowed

Who can start a forum topic - Discussions and replies are allowed

I just found that field called 'open' has been removed from the forum table.

Can some one please let me know how to control the forum as to who can start a forum topic and how to control this as was done by the 'open' field. 
Discussions and replies are allowed
No discussions, but replies are allowed
No discussions, no replies
