A Theme Repository would be really great. The problems I see are the following,
- There is no "Gallery" for Moodle as of yet so folks can see the theme before downloading it. The theme could also be useful for other purposes like posters, drawings, scientific images etc. Of course there would need to be a way to allow access for teachers/instructors only, students only, groups only and also everybody. Lot of coding but a necessary module.
- Moodle v2.0 is on its way. It is suppose to be XML based. This will probably influence how the themes will be construted. (I think, based on some other things I have read in the different forums and threads.)

Maybe someone could set up a "Gallery" like Mambo has on another server for a while as a place to display Moodle themes until Moodle gets its own Gallery mod or Martin could just link directly to one that he has installed. Martin created a Gallery in the past called "Photoframe" but it does not have a download link with each image which I think would be needed in an educational and theme Repository.

This is a good idea. But what about for now, just providing a page with the links to all the theme zip files.
I like the idea of keeping the themes to a minimum in the basic package. Actually to reduce the size of the main package including only English in the langauge pack makes a lot of sense and if you need any other language then just upload it. Language packs are more than 50% of the size of moodle.
I like the Mozilla themes respository at Mozdev.
In Moodle fashion, comments/dicussion forum could be attached to each theme so that users can share experiences and tips.
I have been reading about the need of a uniform way to post and download themes. Here is a link to a program which I found which fits the bill.
The script is basically what you see on this page. I tested it myself and it works really well. When I saw this script, I thought of Moodle themes.
