What is the difference between a "closed" issue and "resolved" issue in the bug tracker?.

When a developer thinks they have solved the problem, they mark it resolved.
When a tester comes along and independantly verifies that the solution actually works, they mark it closed.

It's basically like a police investigation. When the police find out who did it, they've 'resolved' it. But after that it goes to court. Only when the criminal's actually banged up do they get to close the case.
