Languages

I have some problems with the utf8 changes.
It works great overall, but in some popup windows and in mail between moodleusers issued from within moodle it doesnt show the right characters, see attached file

In the page coding it says ISO-8859-1 instead of UTF8

I have tried to reinstall UTF8 langpack but that doesnt do anything. I have also tried to install a fresh copy of moodle at another site, and we still have the same problem there, can it be a server side issue?
