I need to install Moodle to accommodate an 18,000 user base and approximately 50 simultaneous users. Can someone recommend a cost-effective hosting company? Thx! Jeff

The type of content will be a factor. Thus if you have a large amount of audio/video/flash your courses will make greater demands on your service. For serious hosting you are generally best to deal with a Moodle Partner, see

I have had very good dealings with Tom Murdock at Moodle Rooms. I would suggest calling them to get a bid. I am not sure about requirements exactly, but I am guessing they would be happy to tell you specifics.
On a technicality, I am not exactly a former or current customer of Moodle Rooms. I contacted them ready to provide a PO number to get a fix for some problems we were having with an install on a local server. Quiz results were not writing and restoring from backups was giving errors. Posting on moodle.org had not produced much and users were unhappy.
Tom Murdock had good instincts and skills. He helped us diagnose/fix our own problem.
