We are using the web interface to translate moodle into Korean. This job is about 70% complete and the site default language has been set to Korean. The language string in moodle.php called "thischarset" has already been changed to the correct encoding for Korean - "euc-kr". All my translators access the site using the Korean interface, but I don't because I have set my preferred language to English.
Despite all this, when the forum is used, strange text formatting occurs in the Korean interface, but not in the English one. For example:
