Linking to files on a network share

This seems to be discussed a few times, but with no definitive answer....

Is it possible to create a resource linked to a network share (eg. w:\file.doc)?

If so how?

Prefixing the URL with file://server/ does not work. (get replaced by http://)
The CDROM config requests the user to specific LOCALPATH & then does not work!

Hoping to get the *definitive* answer...

Administration >> Configuration >> Modules >> Resource includes the option to set resource_allowlocalfiles to "Yes".

I am probably being very dense but I cannot see where you specify LOCALPATH
