Upload File Size Sticking [Moodle 1.6.2]

Hi, apologies if this has been covered a hundred times, this is my first post.
I'm not too proud to ask for help.. i just get a little twitchy about it.

We are due to roll out our big production of Moodle any time soon but for the time being I'm running a few scenarios on an old retired PIII  Server hiding under my desk with the following environment:

Fedora Core 5
Moodle 1.6.2
PHP Version 5.1.2
APache 2.2.0
MySQL 5.0.22

Ok, so the problem I'm having is getting Moodle to respond to changes I have made in /etc/php.ini, what I've been attempting to do is increase the post size, memory limit (this appears to have worked) and most importantly for this test (uploading custom made materials made with html/css/flash video- pretty much a microsite in a zip file, in total about 39mb) the upload_max_filesize element.
I've set this to 80M and corresponding dropdown menu in Moodle Admin has changed accordingly, however after setting the new upload limit in Moodle itself I am still limited to the file size set in the form (2M).

Any help, would be appreciated.

I believe you also have to make the change in Apache httpd.conf. When I changed our setup from 2MB to 80MB I had to change it in 2 places.
