As of now resource uploaded in the moodle data doesn't offer a download option to users. The problem is how could users dowload the said file? Wherin the resource file is place as a link, and automatic open with an application. Maybe there is an option whether the resource is allow to be dowloaded or not. Something this effect. What we do is to zip the file, but the thing is a popup browser is open. Maybe we could provide a direct link to download this files (students, teacher and admin moodle).
In the navigation bar at the top, you can click on the name of the file to get a direct link. Right-click to download it.

Ya, I know this but when you add uploaded resource then click the link a browser is open. An dowloadable option in the setting is perhaps nessesary.
