Hi!
I am not sure but I would suggest uninstalling phpEasy1-7 and then reinstalling it off the "C:\" drive.
It will install automatically off "C:\Program Files". During installation you should change the directory for install. There seems to be less problems without the space between the words in the directory program files.

Then reinstall MOODLE.
