Previously courses in hidden categories were visible to students, if they knew the direct URL or had themselves as students in the course. Then these courses were hidden if the category or a parent category was hidden. Then at some point this change was reverted. But now visible courses in hidden categories are hidden from the students again.
What's the latest opinion on this: should visible courses in hidden categories be accesible to the students or not?

I don't think we could get a consensus so we have this in 1.6 and 1.7:
$CFG->allowvisiblecoursesinhiddencategories = true;
$CFG->allowvisiblecoursesinhiddencategories = true;
