Enrolment

Could we remove the option to allow course leaders to enable interactive enrolment? Can we have this made strictly an administrator's option?(like previous versions of moodle)

This is a serious issue in my context, seeing that students are enrolled via a formal registration process. If course leaders have the option of adding whomever they choose, we lose all control of the process.
