When i use the Language import utility to install available language pack I get the message "Cannot save ZIP file."
I suppose I should set some folder access rights, but what folder?

I have the same problem. Did you solved it?
The folder is "lang" in your moodledata folder. It should be writable by the webserver process. The "temp" folder is used during the download process and should be writable too.
