I have the same problem. Does anyone know how to clear the quiz attempts out?
The only way I know to clear the quiz attempts is to restore the course so that it gets a new id number in the database. Simply taking the students out won't do it! That is really a good thing, because sometimes students get un-enrolled for various reasons and you can always re-enroll them and get all their assignments and such back (as long as the course number hasn't changed!)

Success. I did a backup and restore and chose "restore to existing course, deleting existing data" and it worked. Quiz attempts are now back to zero, and my course id number has remained the same.
The admin reset button worked fine for everything else but that pesky quiz attempts message.
