Before I go off and make my own module....Does anyone know if there is a way or a module that lets a specific individual user who is not a full-blown administrator to maintain a single elected web page resource that is publicly viewable (page then available to all users and guests)?

By the way...I am banished to the Moodle 1.5 world until my hosting provider (1and1.com) upgrades MySQL. Of course, I don't mind this because it forces me to find solutions for things that other 1.5 webmasters might find helpful, since I'm sure there will be thousands of Moodle webmasters in the same boat I am with their hosting providers.

Good question!

The Wiki module will allow for course users to collaborate on a document.  One of the settings, Students / Visible Groups, allows every student of a course to have a Wiki.  Right now though, you would have to allow guests access to that course to allow non-users the rights to see the wiki.
