Unfair submission score if submission is not peer assessed?

Hey, I think I just barely got my brain wrapped around the workshop tool, and in my workshops I'm looking for a total score of 100 pts, where 90 pts are for a student's workshop submission and 10 pts are for that student's work assessing another student's work.

The problem is that if I grade Student X's submission as 90/90 and Student X has also completed a peer assessment (which I score 10/10) BUT no one has assessed Student X's submission, Student X ends up with like 99.6 instead of the full 100 pts I think s/he deserves for doing work.  I know this is because the 90/90 score I give Student X is averaged by the score that Student X's work was peer-assessed at. Looks like if there is no peer assessment it defaults to a ZERO, causing the artifically lower score.

Is this just a bug or oversight?
