why ?
chmod 777
and modledata 777

I had the same problem

All I did was delete the file newmodule_template.zip file and it got rid of the second error message. The impression I got was that it probably isn't meant to be uploaded during the installation (but there's no notes in the installation that say not to so..)
I'm looking into the new module creation process to find out what the hell it's for - suggest you do the same if haven't already.
Please note I'm only a newbie with moodle so don't take my word for gospel ..

Unless you're a developer then you don't need this file and shouldn't unzip it .. it's a bit of a hangover from a long time ago, actually, I'll make sure it's not in Moodle 1.2.
