The reason we want questionnaire or feedback attached to a course is that (well, for the feedback module I set up at least) the data extraction includes course name, student name and teacher, if I implement it on "main page" level I can imagine it won't.
During the past week I went from newbie to slightly less newbie, I prefer to find things out myself, thus learning as well, but it's great how the forum assists me!
