How can I set the time limit to 0 to allow editing upon posting an article in the forum? Currently, after 30 minutes, my article was no longer to be allowed to  edit.  sad

Not sure exactly what you are asking for here, but:-

Administration -> Variables -> Miscellaneous -> maxeditingtime

can be changed from 1 to 60 minutes. If you want more or less editing time (or permanent editing ability), you'll need to hack your Moodle install (can be as simple as a one liner). The reason it requires a hack instead of being an option, is many view editing forum posts as a bad idea from a teaching perspective.
