Comparisons and advocacy

I am about creating an e-learning platform and I donot wether using moodle or not.
In fact I have these particular requirements and I do not know which platform is the best:
As teaching documents, I will use (besides pdf, doc and html documents) some video files.
- I would like to have a tracking of users accessing to the documents. For instance user1 has accessed to the video1 from 12.03 to 12.15
- if user stop watching a video, when he comes back to the document, he should be able to get back at the point where he had dropped.
- be able to know if a user has seen all the video.

Is moodle the right tool?
