I'm trying to import questions in GIFT format but when I use spanish characters (á,é,í,ó,ú,ñ) the import script change them to "rare characters"...
Could anyone helpme with this...?

Which v. of Moodle?
If I understand correctly.... moodle is moving towards UTF8 which should make your problems go away...

In theory....
In 1.5 and earlier you can only import files that have *exactly* the same encoding as the (encoding of) the language you have your Moodle set to.
In 1.6 the file must be in utf8. If it is not you must change it to utf8 externally to Moodle. We discussed this and thought that most non-latin users would be used to this sort of thing (I hope).
Let me know if your experience differs from the above.

I think Dennis is right. I have exactly the same problem using cyrilic letters, but I still cannot make a workaround for that case.
Maybe using a manual iconv("UTF-8", "cp1251", $text); of all the strings will do it...
