Sorry, but there's no need for all the stuff you've done here.

If you visit your admin page after pulling the new CVS, you'll find that the debug variable is added to the config table automatically, and you can control it on the admin config page. I've added the new variable because it helps as I'm going through all the code and fixing up empty variables.

I'm not seeing the admin problem ... can you narrow it down? Make sure you always visit /admin after updating CVS in case there is upgrade code to run.

http://bugs.moodle.com is the best place for this sort of report (as CVS problems are going to be fixed very quickly) ... these forums are more for discussions about new features.
