New language package cann't be install.

Hi,

I've trying to make a new language package for test propose, after follow the "translation guide " document, I've zipped it and put it under moodledata/lang directory.Then  I'm going to admin/variables, but I found the new language doesn't appears in lang select box.

Is there any other settings in language package I should do since 1.6?

It shouldn't be zipped. Can that be the problem?

It is not zipped.

BTW: Is "parentlanguage"  in moodle.php still available?
