I've just tried out the blocks suggested by kind Nathanael. But when I tried to go to my moodle index page, it gave me an error:
Parse error: syntax error, unexpected $end in C:\Program Files\moodle\moodle\lib\weblib.php on line 4514
Any idea?

The attached file includes the scripts and instructions for draggable blocks . I listed the code changes to the core Moodle files rather than including the modified files themselves. This makes installation a bit more effort, but you can implement the changes in whatever Moodle version you are using.
I believe the installation instructions in the README.TXT are complete. It is possible, however, that I missed something. Let me know if you have trouble getting it to work.
I should point out again that all the hard work for this cool feature was done by Thomas Fuchs who wrote the Script.aculo.us scripts. I just added a few lines of code to use it in Moodle.
