Is there a way to set the permissions on the forums to allow a teacher to create a forum but not be able to change or modify the course at all. I would like them to be able to create and set the option on a forum but not be able to touch the course options.

It's not currently possible to set permissions as you describe, however custom roles at site, course and activity level are coming soon in Moodle 1.7 (expected August 2006).

Setting roles to allow students to submit questions to quizzes and to create and supervise forums would be a huge step towards giving students more input and influence on a course trajectory.
