My PDF was added to the file activity, and I selected the appearance embed option; it functions OK on a PC, but only displays the first page on mobile and on iPad web browser.
I believe that this is a known limitation of Safari with embedded PDFs. It's nothing to do with Moodle - it's a Safari issue.
