Not able to add new user after upgrade

I upgraded to moodle 4.2, and have everything working except when trying to add a new user I get:

COLLATION 'utf8MB4_bin' is not valid for CHARACTER SET 'utf8mb3' 
Error code: dmlreadexception

I changed the config.php and the collation in phpmyadmin.  Where else should I check and how do I do it to be able to connect to the db?

Resolved. When changing to utf8mb3 in phpmyadmin, I thought it would change everything in the db. There is a page 2 where it needs to be changed as well. Everything working now.

Hi,

you don't have any other utf8mb4 that work ? did you try to copy paste multiple emoji in an editor in Moodle to see what happen ?
