I have searched around this problem but i am unable to know whether the solution is already implemented or not. I am using the latest stable 1.5.3 branch. I would like to know if there is way in which a teacher can give permissions to students of the course to create forums . what i mean here is that can we have a group of students moderators who can create forums. Any help would be greatly appreciated.

There is no standard way to do this in Moodle. Without getting into code hacks the easiest solution would be for you to create another course that is a meta-course for the current one. On the meta-course assign teacher rights to the selected student moderators to enable them to add forums (and other activities and resources as well).
