I just started using Moodle 4.1.2+(Build 20230324), I am unable to upload anything. I've attached a screen-print showing the buffering screen.
Most likely a server issue - what you are running this on? How did you install?
The moodle site is running on windows server 2019.
It was installed on IIS Web services through Web Platform Installer running PHP 7.4

Are you running PHP as a FastCGI service in IIS?
There could be a JavaScript problem on this page. Open the web console in your browser (for example: the Web Console in Firefox) and see if there are any errors.
I can see that some of the YUI library files are failing to load for your home page, for example:
Request: GET theme/yui_combo.php?rollup/3.17.2/yui-moodlesimple-min.css
Response: 404 Not found
Request: GET theme/yui_combo.php?rollup/3.17.2/yui-moodlesimple-min.js
Response: 404 Not found
Have you performed the URL rewriting or Optional UTF-8 file name fix steps from the IIS page in the docs? The documentation is a little confusing but it looks like either one change or the other is required. But it does mention that YUI files may not load correctly without these changes.
