Minimizing instructor actions when evaluating students with rubric

Hello all,

Our organization is seeking a solution for the following:

We want to have instructors quickly and qualitatively evaluate students (up to 40 in some classes) at the end of a course with a simple rubric that is roughly 6-7 questions with 4 levels each (exceeds, satisfactory, etc...) but also have space for open-text feedback from the instructor for use by our curriculum developers.

Currently we use an Assignment activity, hidden from students, graded with a rubric, the instructors go in and click each level for each student.  The issue is our instructors are very busy people with highly demanding full-time jobs, its a lot of clicks to get through evaluations for a large class.  As far as I can tell there is no way for an instructor to select "exceeds all" and have it auto-select "exceeds" for each level.

Is there another activity/module/plugin that you know of that would be a better solution?  We are not necessarily opposed to having students self-assess and then having the instructor verify, but would need some way of knowing that instructor verification has in fact occurred.

Current Moodle verstion 3.9.1+

Thank you kindly for your help.
