Sorry for the delayed reply. Certainly do-able and not off base. With a theme you control the entry point to the rendering of the frontpage, thus you can write custom code there to alter the page as desired. Same goes with all the other layouts (i.e. https://docs.moodle.org/dev/Themes_overview#The_different_layouts_as_of_21st_April_2013).
